Ahkam Council is an Islamic arbitration and advisory body that supports community needs through clear intake processes, confidentiality, and outcomes grounded in the Qur’an, Sunnah, and established legal principles.

Our work includes arbitration (tahkim), mediation and reconciliation (sulh), structured guidance in family disputes, and Shariah-oriented review and advisory support where Islamic compliance is required.

Dr. Mahmoud A. Omar is a senior Islamic jurist and scholar with over 20 years of experience serving Muslim communities through fatwa, arbitration, Islamic finance, and dispute resolution. He is a graduate of Al-Azhar University (Egypt), where he specialized in Usul al-Din, and he served as a member of Dar al-Ifta and the Fatwa Council at Al-Azhar, contributing to juristic deliberations on contemporary issues.

Dr. Omar’s expertise spans Islamic jurisprudence (fiqh), usul al-fiqh, qawaʿid fiqhiyyah, family law, arbitration (tahkim), and Islamic finance, with a particular focus on applying Shariah principles within Western legal and regulatory frameworks. He is widely consulted on matters of commercial disputes, marital disputes, annulment (faskh), inheritance, and Shariah-compliant financial structures.

In Canada, Dr. Omar serves as a member of the Canadian Council of Imams (CCI) and as Head of Shariah Audit and Training and Shariah Advisor for the Canadian Islamic Finance Board (CIFB). He has played a key role in advancing regulated halal finance initiatives, Islamic wills and inheritance services, and structured dispute resolution for Muslim communities.

As the Resident Scholar of Ahkam Council, Dr. Omar provides institutional oversight, juristic leadership, and arbitration guidance, ensuring that decisions are grounded in the Qur’an, Sunnah, and established legal principles, while remaining practical, dignified, and responsive to the realities faced by Muslims today.
